This build, 10130, comes with a few known bugs, with one in particular being more problematic:
We know that a bunch of Windows Insiders on the Fast ring are currently blocked getting to the latest build due a 0x80146017 error. With the ISOs, they can mount the image and upgrade directly from the ISO and get unblocked.

The announcement also clarifies that:
We are not, however, releasing Build 10130 to the Slow ring due to several bugs we’re looking to fix. Once we have these fixes in hand and ready to push out to Windows Update, we’ll consider pushing Build 10130 to the Slow ring. I know we said we would only release ISOs if we push a build to the Slow ring but we’re making a special exception today.
We explained before what's the difference between Slow ring and Fast ring, but here's a recap in case you missed it:
If you have Windows 10 set up to receive updates faster, you're in the Fast ring and you'll get the newly released builds as soon as possible, but with a few more bugs than the Slow ring users get to see. The Slow ring users have updates set up to be received slow, the default setting under Settings > Update & Security > Windows Update > Advanced options.
With this new build ISOs, you can setup Windows 10 as a virtual machine on VirtualBox (tutorial) or WMware (tutorial), or run it on dual boot with Windows 7 or 8 (tutorial).
